| 21世纪我国民办高等教育的地位和作用日显重要,成为我国高等教育事业的重要组成部分,而不再仅仅是公办高等教育的补充。我国高等教育将由精英化阶段过渡到大众化教育,民办高教是实现大众化目标的重要途径。民办高教重点是发展高等职业教育,同时适度发展本科和研究生教育。民办高教发展形式多样化,其中民办公助是政府鼓励和支持民办高校的重要手段。 |

| In the 21st century,privately-run higher education will play a more and more important role in the Chinese education system.It will not merely be the supplement to the public higher,education any longer,but an important part of it.The Chinese higher education system will suit itself to the masses and not to elite only.So,privately-run higher education becomes a major way to this target because it puts emphasis upon the development of higher professional education as well as upon the proper development of the education of cultivating undergraduates and postgraduates. Among the various forms of privately-run higher education,the essential one to encourage its development is that run by the people and supported by the government. |
